Federal Signal: OSHA Emergency Temporary Standard Update

| Return

Hello Elgin Team Members:  The Supreme Court has not issued a ruling on OSHA’S Emergency Temporary Standard, therefore Federal Signal including Elgin will move forward with implementation of the policy as required by law.  If the Supreme Court issues an injunction, we intend to discontinue enforcement of the policy.  Attached is the Federal Signal policy and required documents associated with the OSHA ETS.

Also attached to this email is a Statement of Vaccination Status.  This is to be completed by unvaccinated employees and also required under OSHA’s ETS.  Please return this to Human Resources today or as quickly as possible.  Anyone who has already submitted their vaccination status (turned in their completed vaccine card) is not required to re-submit.  If you have received your booster but have not notified HR, please bring HR a copy of your completed card.

Some notable features of the Federal Signal Policy include but are not limited to:

  1. Effective January 10, 2022, unvaccinated employees are required by the ETS to wear face coverings at all times regardless of local Elgin Sweeper policy.  Specifically, the ETS mandates employees who are not fully vaccinated must wear face coverings over the nose and mouth when indoors and when occupying a vehicle with another person for work purposes, unless the employee is alone in a room with floor to ceiling walls and a closed door.  PLEASE NOTE: Elgin remains under a face covering mandate for all employees at all times through Friday January 28, 2022. We will communicate any updates closer to this date.

  2. Employees would have the choice to vaccinate or not by OSHA’s February 9, 2022, deadline. At this time, Federal Signal would not mandate vaccination and instead give our employees the choice to vaccinate or not.

  3. Employees who are not vaccinated by February 9, 2022, would be required by the ETS to submit to weekly COVID-19 testing.

  4. Unvaccinated employees would be required to inform Human Resources of their vaccination status as of January 10, 2022, or as soon as possible thereafter. The form to declare vaccination status is attached to this email.

Electronic copies of the attached will also be available shortly at: http://elgin.fsepg.com/hr/intranet/Elgin/Policies/human_resource_policies.htm.  This site can also be accessed via the HR kiosks and computers on the shop floor.

Shop Floor Supervisors – Please stop by HR to pick-up the printed policy packet for your employees.

We will keep you posted on any further developments from the Supreme Court.  Thank you.
